What Is a Nakheel NOC, and Who Needs It?
Nakheel is the master developer behind communities including Palm Jumeirah, Jumeirah Islands, Jumeirah Park and Al Furjan. Before any renovation work begins on a villa or apartment in one of these communities - freehold or leasehold - Nakheel requires a No Objection Certificate (NOC) confirming it has no objection to your proposed scope of work.
On Palm Jumeirah specifically, the Nakheel NOC is only the first of two approvals: once Nakheel signs off as master developer, your project also needs Trakhees building-level approval before work can start. Nakheel security actively enforces this - unauthorised contractor mobilisation on site can be stopped on the spot, and fines for unapproved renovation work can reach AED 50,000 or more.
