What Is DEWA Sign-Off, and Who Needs It?
The Dubai Electricity and Water Authority (DEWA) must approve all connections and upgrades related to electricity and water supply. Whether you're adding lighting circuits, upgrading an HVAC system, or relocating plumbing, DEWA sign-off confirms the finished systems are safe, correctly rated, and compliant with energy and water conservation standards.
Unlike DDA, Trakhees or Nakheel - which are tied to a specific zone or community - DEWA sign-off applies universally, across every property in Dubai, regardless of which other authority also governs your renovation. It typically comes at the end of a project: no power reconnection is finalised until DEWA has reviewed and approved the as-built electrical and plumbing work.
Residential property
Any change in the approved load schedule requires DEWA approval. If the load schedule is not affected, DEWA approval is generally not required.
Shell and core office or commercial property
DEWA approval is required for the meter installation, even where there is no change to the approved load schedule, because the meter is not there to begin with.
Types of Renovation Work That Need DEWA Sign-Off
DEWA approval is driven by two things: a change to the approved electrical load schedule, and the meter. Works that touch neither generally do not need it.
Electrical Rewiring
Rewiring that changes the approved load schedule - new circuits, additional sockets or a full rewire of a kitchen, villa or apartment.
Meter Location, Upgrade or New Meter
Moving a meter, upgrading its capacity, or installing a new meter - including new meters for shell and core offices
Load Schedule Changes
Any increase to the approved load, whether from added circuits, a new distribution board or a higher connected load.
Shell & Core Office Fit-Out
Shell and core offices are handed over with no ceiling and no fittings. The full load schedule, wiring and meter installation all need DEWA approval.
AC & HVAC Works
Central AC installations, ducting changes or split-unit upgrades, all of which have an implication on the electrical load.
High-Consumption Appliances
Dedicated circuits for high-consumption kitchen appliances, EV chargers or other high-load additions.

Don't Skip This Final Step
Skipping DEWA sign-off holds up your handover.
Power Reconnection Refused
Delayed Project Handover
Safety Risk from Unverified Work
Property Blocked From Sale
DEWA sign-off is usually the last step in a renovation - skipping it doesn't just risk a fine, it can leave your renovated space without working power or water. Your building or community management, or the master developer, can also block the property from being sold in future if renovation work is found to have been carried out without the required approvals and completion certificate.
Timeline
How Long Does DEWA Approval Take?
1-3 Weeks
Initial approval - depending on the scope of work, before the electrical works begin.
1-2 Weeks
Final approval - after completion of work, subject to inspection scheduling and appointment, followed by the inspection itself and issue of the approved stamped drawings.
Other Approvals You Might Need
Civil Defence
Runs alongside DEWA if your renovation affects fire-rated walls, exits or alarm systems.
DDA Approval
Your main approval if your property is in a DDA-zoned community - DEWA still applies on top of it.
Dubai Municipality (DM)
Your zoning authority if your property is on mainland Dubai outside DDA or a master-developer community - DEWA still applies on top of it.
