What Is a Nakheel NOC.avif

What Is Concordia, and Who Does It Answer To?

DMCC (Dubai Multi Commodities Centre) is the free zone authority that governs Jumeirah Lakes Towers (JLT) - all 26 clusters and around 79 towers. Concordia is the facilities management company DMCC appoints to handle fit-out and renovation approvals within JLT: reviewing drawings, coordinating with building management, running inspections, and issuing the completion certificate once your work is signed off.

Concordia approval applies to interior fit-out and renovation work only - apartments, offices, retail units, restaurants, cafés, salons and clinics across JLT all go through the same process, regardless of whether the unit is residential or commercial.

Office & Retail Fit-Out

New fit-outs and refurbishments for offices, shops and showrooms across JLT towers.

Electrical, plumbing or AC/HVAC changes that go beyond a like-for-like replacement.

Don't Start Work Before Your NOC Is Approved

Unauthorised work carries real consequences.

Fines for Unapproved Work

On-Site Work Stopped

Delayed Completion Certificate

Property Blocked From Sale

Starting any work - including partitions or MEP changes - before your Concordia NOC is confirmed can trigger an on-site stop and delay your completion certificate. Always confirm your NOC is in hand before your contractor mobilizes. Your building or community management, or the master developer, can also block the property from being sold in future if renovation work is found to have been carried out without the required approvals and completion certificate.

Timeline

How Long Does Concordia Approval Take?

2–3 Weeks

Typical review time for a straightforward fit-out or renovation NOC.

4–5 Weeks

Where DDA approval is also required, for structural or layout changes. Work involving core drilling or structural change sits at the longer end.

Other Approvals You Might Need

DDA Approval

For freehold developments outside JLT, such as Dubai Internet City, Dubai Media City and other DDA-zoned communities.

DEWA Sign-Off

Required if your fit-out touches electrical or plumbing systems, regardless of your Concordia approval..

Civil Defence

Runs alongside your Concordia NOC if your fit-out affects fire-rated walls, exits or alarm systems.
